So can you build an entire website in Photoshop? The short answer is yes, but it’s not the best tool for the job.

Photoshop is designed for pixel-based design, so it’s not well suited for creating code or markup. Additionally, Photoshop doesn’t have any built-in web publishing features, so you’d have to export your designs as images and then hand-code them into HTML and CSS.
