In Photoshop, you can create a warm glow effect by using the filter called “Rough Pastels.” This filter is found under the “Artistic” filter menu. To use this filter, simply select the area you want to apply the effect to and then click on the “Rough Pastels” filter.

Next, adjust the settings to taste. The “Strength” setting will determine how strong the effect is.

The “Roughness” setting will determine how rough the edges of the effect are. And the “Brightness” setting will determine how bright the overall effect is.

Once you’re happy with the results, click “OK” to apply the effect. And that’s all there is to it!
