The answer to this question is both. Accessibility is both a UI and UX issue.

UI accessibility issues are things like making sure buttons are large enough to be easily tapped, that text is legible, and that menus are organized in an easily-followed hierarchy. UX accessibility issues are things like making sure all screen readers and other accessibility tools are enabled, that all important information is easily located, and that buttons and other interactive elements are labeled appropriately.
