Why Can’t I Use the Oil Paint Filter in Photoshop?

The oil paint filter is a great way to add some artistic flair to your photos. However, it is not available in Photoshop by default.

You can download a plugin that will allow you to use the oil paint filter, but it will cost you money. Alternatively, you can use the free GIMP software which has the oil paint filter built in.
