Yes, you can open vector files in Photoshop. You can use the “File > Open” menu item, or use the “Place” command, to bring a vector file into Photoshop.

Once the file is open, you can resize it, change its color, and edit it just like any other layer. You can even save it as a Photoshop document (.psd) to preserve your edits.

However, there are some limitations to editing vector files in Photoshop. You can’t create new vector shapes from scratch, and you can’t edit existing vector shapes very easily.
