Click Shipping Address and Delivery then click Manage.
Scroll Down and Delete Rate.
Click Add rate.
Edit the name of your Rate, and enter the Shipping Price you want ($20). Choose “Based on order price”, set the Minimum price to the amount you desire ($1000), and click Done.
Repeat this process for the Rest of World.

In your Shopify Dashboard, Go to Online Store > Themes > Edit Default Theme Content.
Click Checkout & System.
Navigate and change the description of the “Shipping method not available” in Checkout shipping errors and Checkout shipping errors shipping method not available generic with your desired description (Minimum Order value is $1000. Please add more items in your cart).
Do this with Checkout shipping – “No rates for cart or destination notice”.
Finally, do this with Checkout Shipping Other Method – “Zero”, then hit Save.
Now, you can see the appropriate description of the condition you applied which is your Minimum Order Value.
Here, you can see that you can now proceed to payment since the order amount exceeds $1000.
