There are a few ways to remove all but one color in Photoshop. One way is to use the Color Range tool. With this tool, you can select a specific color range in an image and delete all other colors.

To use the Color Range tool, first, open your image.

Next is to go to the Layers section and duplicate the layer by dragging it to the plus icon at the bottom part of the window.

From there, select the bottom layer, then go to Image > Adjustments > Desaturate.

NOTE: You can also use the keyboard shortcut “Shift+Ctrl+U” to apply desaturation. The Desaturate function will remove the colors in your image converting it to a grayscale-type of image.

Next, with the upper layer selected, go to Select > Color Range.

In the Color Range dialog box that appears, use the eyedropper tool to select the color that you want to keep or isolate. All other colors will be deleted. In this image example, we will be keeping the color of the balloon which is orange.

NOTE: You can click on the different parts of the object’s color that you want to keep. This will select and isolate all colors in the same shade.

You can fine-tune your selection by adjusting the Fuzziness slider. Once you’re happy with your selection, click on the “OK” button.

PRO TIP: If you are not careful, using the ‘Color Range’ function in Photoshop can result in losing all of the colors in your image. Make sure to create a backup before using this function.

Finally, apply a layer mask to the selected part of your image by clicking on the icon at the bottom part of the Layers window.

Your image should now be reduced to a single color!

Conclusion:

The best way to remove all but one color in Photoshop is by using the Select Color Range tool. This tool allows you to select a specific color range in an image and delete all other colors.
