The first step is to create a new layer. To do this, click on the “Create a new layer” icon at the bottom of the Layers panel.

Next, select the Brush tool from the Toolbox. Then, choose a soft-edged brush from the brushes palette. The size of the brush will depend on the size of the water drops you want to create.

Now, position your cursor over the area where you want to add the water drops. Then, click and hold down the mouse button while dragging your cursor down. As you drag your cursor down, the brush will create a line of water drops.

To add more water drops, release the mouse button and then click and hold it down again. As you drag your cursor down, more water drops will be added to the image.
