Another way is to use the Line Tool (U) to draw a series of lines that intersect at the center of the circle, and then use the Free Transform command to rotate them into place.

To use the Ellipse Tool:

  1. Create a new layer and select the Ellipse Tool from the Tools palette.
  2. Click and drag outwards from the center of the circle to create an ellipse.
  3. Press Ctrl+T (Windows) / Command+T (Mac) to bring up the Free Transform handles.
  4. Click on one of the corner handles and, holding down Shift, drag it outwards or inwards to create a perfect circle.
  5. With the Free Transform handles still active, press and hold Alt (Windows) / Option (Mac), and then click and drag one of the side handles. This will create a copy of the ellipse that you can rotate into place.
  6. Repeat this process until you have 12 ellipses that are evenly spaced around the circumference of the circle.
