How Do You Make an Underwater Effect in Photoshop?

There are a few different ways that you can create an underwater effect in Photoshop. One way is to use the displace filter.

This filter will take your image and distort it based on the displacement map that you choose. You can use any image as a displacement map, but I find that using a black and white image works best.
