To create a crumpled texture, first open your image in Photoshop. Then, select the brush tool from the toolbar. Choose a soft-edged brush, and set the size and hardness to your liking. Next, choose a light color for the foreground and a dark color for the background.

Begin painting over your image with the light color. As you paint, vary the pressure you apply to the brush to create different levels of crumpling. After you have finished painting, go to Image-> Adjustments-> Levels and increase the contrast to add more depth to the texture. Finally, save your image as a .png file so that it can be used as a layer in future projects.
