In order to move freely in Photoshop, you need to use the Move Tool. The Move Tool is located in the toolbar on the left side of the screen.

To select it, simply click on it or press the letter “v” on your keyboard. Once you have the Move Tool selected, you can click and drag anywhere on your image to move it around.

You can also use the arrow keys on your keyboard to nudge your image in small increments. If you want to move your image faster, you can hold down the Shift key while pressing an arrow key. Alternatively, you can hold down the Alt (Option) key to move your image 10 times slower.

If you need more precision when moving your image around, you can use the “hand” tool. The hand tool is located just below the move tool in the toolbar.

To select it, simply click on it or press the letter “h” on your keyboard. Once you have the hand tool selected, you can click and drag anywhere on your image to move it around.
