Creating the portal effect in Photoshop is relatively simple and only requires a few steps. The first step is to create a new layer.

To do this, click on the ‘Layer’ tab at the top of the screen and then select ‘New Layer’ from the drop-down menu.

Once you have created a new layer, you will need to add some noise to it. To do this, go to the ‘Filter’ tab and select ‘Noise’ from the drop-down menu.

You will then need to select ‘Add Noise’ from the options that appear.

Now that you have added noise to your new layer, you will need to blur it. To do this, go back to the ‘Filter’ tab and select ‘Blur’ from the drop-down menu.

You will then need to select ‘Gaussian Blur’ from the options that appear.

The next step is to create a copy of your background layer. To do this, click on the ‘Layer’ tab and then select ‘Duplicate Layer’ from the drop-down menu.

You will then need to select your background layer from the list of layers that appears.
